What Is the GPSR?
The General Product Safety Regulation (Regulation (EU) 2023/988) ensures that all consumer products on the EU market meet strict safety standards.
It applies from December 13, 2024, replacing the older General Product Safety Directive. The GPSR requires manufacturers, importers, and distributors to proactively guarantee product safety.
By harmonising safety standards across Member States, GPSR promotes fair competition and consumer confidence.
Who Needs to Comply with GPSR?
Non-EU Manufacturers & Brands
Brands that are selling directly to European consumers
Importers
placing non-EU products into the EU market
Resellers & Distributors
selling or distributing products made outside the EU
EU GPSR Representative Services
From December 13, 2024, every non-EU manufacturer selling directly to EU consumers must appoint a GPSR Representative (Authorised Representative) located in the EU.
Without an authorised representative, your products cannot legally enter or remain on the EU market.
IXXO acts as your EU-based compliance representative, handling all regulatory obligations under GPSR.
What Is a GPSR Representative?
A GPSR Representative is your official compliance partner and legal point of contact in the EU.

Frequently Asked Questions
Can I sell in the EU without a GPSR Representative?
No. Under Regulation (EU) 2023/988, non-EU manufacturers must appoint an authorised representative. Otherwise, your products may be blocked at customs or removed from the market.
Do you take responsibility for product design or quality?
No. The manufacturer is always responsible for product design and safety. We handle administrative and compliance obligations as required by law.
Will my customers see your details on my product?
Yes. Our EU address and contact information will be shown on your product, packaging, or instructions, as required by Article 22(5) of GPSR.
How long does it take to start?
Usually 2–5 business days after receiving your documents and signed mandate agreement.
